Should we take the time to send cover letters with a resume. Do recruiters or hiring managers actually read them?

Yes. Put a lot of thought into cover letters. I learn the most from cover letters.
- did the candidate take any time to address me and the situation
- to whom it may concern: I am the perfect candidate for...booo
Typically resumes are glanced at first to see if there is something to talk about. Then cover letter are read to learn more - keep it pithy and don't just reiterate the resume. Tell people your interest, why you belong, and call to action all centered around them and their interests like team, customers, shareholders.
